What is the Certificate of Registrations, Notes and Deletions?

The Certificate of Registrations, Notes and Deletions is an official document issued by the Registry Agency through its local Registration Offices, part of the Property Register system. It provides comprehensive information on all legal actions relating to a specific property—whether there are registered transactions, mortgages, attachments, pending claims, or other encumbrances.

What does the certificate contain?

The certificate includes:

  • Registered acts: for example, notarial deeds for sale, donation, exchange, court decisions;
  • Notes: for example, a final court decision related to an already registered claim;
  • Deletions: such as the removal of a mortgage following full repayment of the secured obligation.

The certificate refers to a specific real estate property, precisely identified by its cadastral identifier and detailed description (address, area, property number, etc.) and covers a specific time period. It is important to note that when mortgage financing is involved, banks typically require the certificate to reflect the history of the property for at least 10 years back.

When is the certificate from the Property Register required?

This certificate is most commonly required in the following cases:

  • Real estate transactions – sales, exchanges, donations;
  • Creation or removal of a mortgage in favor of a bank;
  • Verification of encumbrances on a property;
  • Legal due diligence prior to signing a preliminary or final contract;
  • Court or administrative procedures related to property rights.

Notaries, banks, and lawyers usually insist that the certificate be issued as close to the transaction date as possible, in order to ensure that no new encumbrances or legal issues have arisen.

A major issue, however, is that the Registry Agency’s certificate reflects registrations only up to two days before its issuance. For example, if you receive a certificate dated July 20, 2025, it will likely show registrations up to July 16 or 17, but you will not have visibility over possible transactions conducted on July 18 or 19.

How is the Certificate of Registrations issued?

The certificate can be obtained in two ways:

  1. In person – from the local Registration Office at the location of the property;
  2. Online – through the electronic portal of the Registry Agency (https://portal.registryagency.bg) using a qualified electronic signature (QES).

The application must indicate the specific property and the time period that the certificate should cover.

Issuance deadlines and fees

The standard processing time is up to 7 business days, with a fee of 10 BGN.
An expedited service (3 business days) is available for a higher fee of 30 BGN.

Why is it important to check registrations, notes and deletions?

Verifying the legal history of a property through this certificate is crucial to protecting against fraud, particularly in high-value transactions. For instance, if a mortgage or attachment is registered on the property, the buyer may acquire a property burdened with debt. In practice, if a mortgage has not been repaid, the bank may initiate foreclosure—even if the property has already been sold to a third party.

If the certificate includes entries you were not previously aware of, it is essential to consult a lawyer specializing in real estate law.
